To reduce households’ vulnerability to AI outbreaksExpected outcomes
- CARE Vietnam’s capacity in the area of Emergency Preparedness Planning and Response is increased. The CARE Vietnam EPP for AI is designed and updated regularly.
- CARE Vietnam’s capacity and geographical reach of its community based AI prevention preparedness and response activities is increased
- New target groups (markets sellers, restaurant staff and owners) demonstrate increased awareness and risk reduction behaviours in relation to AI
- Community members, including Animal Health workers and Village Health workers demonstrate improved awareness, knowledge and practices in relation to poultry raising/handling, Health and Hygiene.
- Relevant government authorities have increased resources and capacity to respond and contain AI outbreaks
Activities:
- Train of CARE staff in Emergency Preparedness Planning and response;
- Develop appropriate and relevant IEC materials and distribute them to target groups;
- Organize a four day training course at district level (8 districts) where actors from various sectors will have their capacity reinforced and will plan AI campaigns at the commune level;
- Hold community events/campaigns in 32 communes selected for a period of two months;
- Conduct Monitoring and Support visits to the communes while community events are taking place;
- Organise report back workshops at district level to collect lessons learned and plan the next steps; and
- Procurement of control equipment, PPE and chemicals at commune level.

Indirect beneficiaries: 320,000 people living in the 32 targeted communes focusing on backyard poultry farmers, poultry market sellers and restaurant owners and staff.

An Giang and Tien Giang provinces in the South.Objectives
To increase awareness and implementation of key AI prevention measures by households through proactive community mobilization activities conducted by district and commune level authorities, the Women’s Union, and other local partnersExpected Outcomes:
- Capacity at Commune and District levels to prevent and contain AI outbreaks and skills in AI awareness raising and AI community mobilisation and campaigning techniques are increased.
- Communities in high-risk areas are mobilised for preventing AI outbreaks through intensive multi-sectoral AI community mobilisation campaigns implemented in 64 targeted communes (32 new communes and follow-up AI community events in 32 previously targeted communes)
- Households continue to implement prevention activities and access up to date information on how to protect their poultry and themselves from AI
Activities:
- Conduct provincial workshop
- Develop TOT curriculum
- Conduct TOT training for provincial trainer teams (from WU, sub-department of AH and Preventive Medicine Centre)
- Conduct training for AI committees on communication skills and Community Events planning
- Develop and distribute IEC materials
- Conduct community events by communes through an AI campaign
- Provide Monitoring & Support visits to the communes
- Conduct report back & next step workshop
- Develop follow-up Action Planning and Implementation (in the old communes)
- Monitoring and Evaluation by CARE
