Livestock Development in Yen Bai province (Phase I)Location
Yen Bai province (north-west Vietnam)Objectives
The overall project objective is to develop livestock and animal health services in Yen Bai province, including for poverty reduction. It includes 3 components:
- Component 1 : Strengthening Veterinary Services in Yen Bai
- Component 2 : Livestock development in Mu Cang Chai district
- Component 3 : Strengthening the provincial Agriculture School
This first phase of less than 12 months has realistic objectives that aimed at helping the design of a longer second phase, based on findings and lessons learnt from Phase I.
- C1 : Rapid identification of constraints and opportunities ; budget and methodological support for the upgrade of Local Veterinary Networks in 6 districts ; distribution and explanation of new educational materials for vets / paravets.
- C2: Design of a District Livestock Development Plan, through rapid appraisals of pig, poultry and ruminants production and marketing; set up of a new service on pig artificial insemination; training for farmers with sows (« Ban » breed).
- C3: Rapid identification of constraints and opportunities.
Partners:
The project is part of a long-term cooperation program between the Yen Bai province (Department of Planning & Investment - DPI) and the Val-de-Marne province in France (International Cooperation Office). In Yen Bai, the project is overseen by the DPI and each component implemented with one specific partner as follows:
- C1 : Provincial Sub-Department of Animal Health
- C2 : Women Union of Mu Cang Chai district
- C3 : Agriculture School

Socio-economic & livelihood issues relating to TAD
Under the Small Agro-Enterprise Development in Uplands of Vietnam & Lao PDR (SADU)
Location
Some provinces located in north-west Vietnam & Lao PDR (Upper Mekong zone) and in Cambodia and south-west Vietnam (Lower Mekong zone).
Objectives
To explore socio-economic and livelihoods issues relating to transboundary animal diseases (TAD) to support development of targeted disease control options
Activities:
- Help choose a set of villages in each country based on previous sampling, and foot and mouth and classical swine fever outbreak data investigation
- Conduct focus group discussions with farmers and interviews with key informants to suggest adaptation of the survey questionnaire, to assess and rank livestock diseases,to assess and rank potential options for disease control
- Carry out household and trader surveys on the socio-economic impact of Foot & Mouth Disease (FMD) and Classical Swine Fever (CSF)

Avian Influenza Emergency Recovery Project (AIERP)

Activities:
Research and evaluation of:
- Existing procedures for the notification and reporting of animal disease outbreaks.
- The operation of Veterinary Services and communication between animal health stakeholders
- Previous projects which had attempted to establish animal disease reporting mechanisms, and why they had not been sustainable.
- Production of new training materials for:
- Epidemiology: Including a manual “ Tracing back and tracing forward of animal disease outbreaks”
- Diagnosis of Avian Influenza: Including a manual, theoretical and practical training sessions for the post mortem examination of poultry.
- Work with SDAH to build Capacity of DVS personnel on the following subjects using a Training of the Trainer model.
- Meeting facilitation
- Participatory training methods
- Bio-security: With the methodology for distribution of FAO and DAH approved manual “Prevention and control of Avian flue in small scale poultry”
- Epidemiology: The draft training manual was introduced, DVS personnel were encouraged to respond with feedback or corrections.
- Diagnosis of Avian Influenza: Including both theory and practical modules that could be given to the heads of CVB in the Districts. The draft manual was distributed for evaluation and feedback.
- Communication strategies including Standard operating Procedures (SOP) for the notification of animal disease outbreaks. Including posters and brochures that could be used by the CVB to notify people in their communes.
- Production of a newsletter including practical training in use of Microsoft Word.
- Work with DVS to build or strengthen Local Veterinary Networks (LVN) by:
- Assisting with the facilitation of LVN meetings, strengthening the skills of DVS personnel until they could run meetings without assistance.
- Providing copies of manuals and training materials to the heads of Commune Veterinary Boards (CVB)
- Supply kits containing surgical instruments for the examination of poultry to all participants in training.
- Designing training courses suitable to the needs of the DVS personnel as trainers and the heads of CVB as trainees.
- Providing heads of CVB with public awareness materials such as posters and brochures that could be used to inform people in their communes about reporting disease in Poultry.
- Monitoring and evaluation of LVN meetings to ensure quality delivery of programs.
